Press Release: Further Open Meetings planned on modified phenolic resins  
 - Chemical Watch

Following the Open Meeting on modified phenolic resins hosted by the European Phenolic Resins Association (EPRA) in mid-October, the Association has identified two additional resin chemistries requiring active management in order to meet their REACH requirements. Accordingly, back-to-back meetings are proposed to explore the possibilities for consortium formation in the following areas:

  1. A Substituted Phenolic Resins (SPR) consortium which is proposed to cover cresol modified resins (CAS Nos. 9039-25-2 & 41701-84-2) together with alkyl phenolic resins, such as  para-tertiary butyl phenol modified resins (CAS No. 162393-06-8) and  nonyl phenol modified resins (CAS No. 31605-35-3)
  2. An Alcohol-modified Phenolic Resins (APR) consortium which is proposed to cover, at a minimum, 1-butanol modified phenolic resins (CAS No. 96446-41-2) and methanol modified resins

The meetings are scheduled in London on Tuesday 13th January 2009.

Press Release: Phenol Formaldehyde Amino Resins - Chemical Watch

Further to the Open Meeting on modified phenolic resins hosted by the European Phenolic Resins Association (EPRA) in mid-October, five companies have now committed to the formation of a REACH Consortium as a precautionary measure to co-ordinate the information on Phenol Formaldehyde Amino resins required to cover their obligations under the legislation, even though there is considerable evidence to suggest that these resins will fall under the polymer exemption. 

The five initial member companies are Dynea Chemicals Oy, Ercros Industrial S.A., F.A.R. S.p.A, Fenolit d.d. and PA Resins AB, whose signature of the relevant Agreement was confirmed at the inaugural meeting of the Consortium in Brussels on 4th December. 

In accordance with the rules of the Consortium, other eligible companies can join as founder members for a period of three months from these initial meetings - making the cut-off date 4th March 2009. Companies seeking to join the Consortium after that date will be subject to the rules for new members which will, amongst other things, require them to catch-up with funding commitments already made by existing members.

Press Release: CNSL Modified Phenolic Resins - Chemical Watch

Further to the Open Meeting on modified phenolic resins hosted by the European Phenolic Resins Association (EPRA) in mid-October, two companies, Fenolit d.d and Uralchimplast, have declared the intention of moving towards the formation of a REACH Consortium to cover the following two product types:

  • Formaldehyde, reaction products with cashew, nutshell liquid and phenol (CAS 67700-42-9)
  • Formaldehyde, reaction products with cashew, nutshell liquid (CAS No. 68583-07-3)   

Other parties with interests in this area of chemistry are invited to make contact with a view to cooperating on the formation of an appropriate REACH consortium to coordinate the information required to cover their obligations under the legislation.

Press Release: Chemical Watch

Further to the notice provided last week in Chemical Watch concerning unmodified phenolic resins which referenced parallel work on modified phenolic resins, the EPRA REACH Steering Group is pleased to confirm that it has now set a date for an Open Meeting to discuss REACH registration needs for this group of substances and the possible need for appropriate consortia to manage these processes. This meeting will take place on Monday 13th October 2008 in Amsterdam.

Chemistries being considered at this meeting will include phenolic resins involving cresol, resorcinol, bisphenol-A, furfuryl alcohol, cashew nutshell liquid (CNSL), melamine, 1-butanol, tannin, urea, alkyl phenols and methanol.

Unmodified Phenolic Resins - EPRA 'Press Release'

Further to the Open Meeting on unmodified phenolic resins hosted by the European Phenolic Resins Association (EPRA) in mid-May, three companies have now committed to the formation of a REACH Consortium to co-ordinate the information required to cover their obligations under the legislation.

The three initial member companies are Dynea Chemicals OY, Hexion Speciality Chemicals GmbH and Sumitomo Bakelite Europe, all of whom confirmed their participation by signature of the relevant Agreement at the inaugural meeting of the Consortium in Brussels on 25th June. They have since been joined by Ashland (UK) Limited who attended at the first Steering Committee Meeting which took place in Frankfurt on 22nd August.

In accordance with the rules of the Consortium, other eligible companies can join as founder members for a period of three months from these initial meetings - making the cut-off date 22nd November 2008. Companies seeking to join the Consortium after that date will be subject to the rules for new members which will, amongst other things, require them to catch-up with funding commitments already made by existing members.

Meanwhile EPRA is considering the approach that needs to be adopted to meet any registration obligations associated with a number of modified phenolic resins. The EPRA REACH Steering Group has launched a series of questionnaires to identify a list of possible resin types requiring consideration and these will be the subject of a separate announcement, as the Group looks for like-minded manufacturers to form relevant additional consortia.

Unmodified phenolic resins producers launch REACH consortium

Four companies with interests in unmodified phenolic resins have established a REACH consortium to co-ordinate the gathering of information required by the legislation. Dynea Chemicals, Hexion Speciality Chemicals, Sumitomo Bakelite Europe and Ashland (UK) held the consortium’s first steering committee meeting in August.

Other eligible groups can participate as founder members until 22 November 2008, after which companies seeking to join the consortium will be considered new members. This could require them to catch-up with funding commitments already made by existing members.

The consortium was borne out of work done by the European Phenolic Resins Association (EPRA), which is also looking at what needs to be done for modified phenolic resins. The EPRA REACH Steering Group has launched a series of questionnaires to identify a list of possible resin types that could be impacted by the legislation. These will be the subject of separate consortia.
